He comes with 2 of the air force skills and rumor, and rumor proved that it is one of the best skill in the game. He has level 4 rumor at the beginning! Although air attacks cant use rumor, u can use him on a tank or artillary. Only getting a generals rumor level 4 needs (100+170+250+350) 870 medals! So i think he is the best choise for an air force leader. Although dowding has discount, their prices more or less equal. (1341 dowding full discount, 1485 arnold) they are both major general. he is better than dowding in my opinion.

But the rumor is what makes it confusing, all other signs imply that he is a pure air general and should operate away from the front line. Maybe he is good on a artillery or heavy tank to move quickly along and to attack once in a while.
I think downing and Arnold are on par. Both have there specific scenarios. Arnold can occasionally help out as playing a fast submarine with rumor while Dowding can collect extra resources, defend a bit when playing the arty guy and bomb /attack more fortifications.

Looks like he should be used as a defensive tank/arty general. Put him in a city (with supply depot) and shot whoever that comes close. Then use some motorized infantry to flank and take the enemy down.

Definitely on par with Dowding, I still am thinking about which one to get. Though Dowding gets the discount, the price is not much of a difference, and so is their effectiveness. Unlike his rival, Arnold features great marching ability which is very useful on the go. He also features Rumor, though which cannot be used through air, can prove to be a deadly venom bite in combat if triggered. He also features two air skills which further exploits his role for air raids. IMO, I slightly lean towards Arnold. Not to mention, IMO Dowding's slot which is exploited for an economic skill isn't useless, though I would rather use the slot for a combat purpose. I liked this guy in WC3 but even more in WC4. I would prefer yamamoto over him however in the 1939 Conquest he starts in Hawaii with 5 star artillery. If he had a 5 star artillery potential he would nearly be as good as Eisenhower on a carrier and would be my no1 artillery general

Yamamoto is too pricey and has none of the artillery or naval skills. Two empty slots are for naval skills i think and giving him an art star also needs medals. Better way is having pure generals for each type. Hybrids are less effective then pure generals. Getting nimitz with discount 1700 medals around and he is better than him on naval. His price is 2800 medals around, there r 1000 medals differance which helps u to get konev only 500 medals with discount. Also with 300 400 medals u can get one of the best air general too. (Arnold,dowding)

Air sucks in this game, so there is no reason for you to get him. I can only see explosives being good on infantry, as their are mechanized units in this game. |

Sure air is bad, but you should still keep an air general around. . May I introduce you to arnold, who has level 4 rumor, and 4 stars in movement, but costs only 100 medals more than dowding. |
