Does anyone have any tips or strategies for the second Rommel mission (first discount)? I tried with a full heavy tanks and mediums, using Leeb and Messe, to no avail. Too many enemies, too many buffed forts. Please help!

I know what you mean, many shielded forts and a lot of enemy units, couldn’t succeed and got heavy losses on my 1st, 2nd and 3rd attempt Easytech should make it a tad easier (less shielded forts)

From what I remember the forts are too strong. You have to go around the forts.

Went for the city southeast of the main fortification, but the terrain is so cramped that between the enemy and my own numbers, many units can barely move. And it is very difficult to stay out of range of forts. Losing so much money and industry really hurts. Do I just wait till I have better tech? (mid Pacific tech now)

Rommel missions are the hardest land gen missions, rushing it with early game tech & gens are NOT gonna work.
Messe + Leeb are good, but you NEED more firepower. Recommended new gen additions: Konev & Guderian.

I passed that mission with semi-cold war equipment on my tanks and maxed vatutin with a stock leeb (No rank upgrade on both). This mission is like the battle of kiev (Domination),you need to do a pincer move (Rommel will go on the other side),i recommend you heavy tanks to push first with a good tank general and remember if your units are too damaged dont keep fighting exit and retry the mission, use "pike and shoot like tactics"

I used the max amount of super heavy tanks available. I had a lot of trouble at first with this mission, however I decided to mix it up and send all of my units to the other side of the map (one by one) by water (top of map). This makes the mission 100x easier. Interesting move, moving by water to join up with your allies.
