Talking about about agripa and cleo, they are not necessary, i have complete whit 3 starts all navy missions whit my 6 gens(ver,pom,mith,oct,anto and commander) and 1 extra(i bought pothinus as support because it was possible to put 7 generals and then sold him). So dont waste on navy gens.If you want a third inf gen there is crassus. I doubt a third archer gen is needed but drusus is a better option or you can even buy pedius for 85 medals to make enemies fall into chaos.(put him on slingers and see the magic).
PD: Sulla, Mario and Germanicus are the great gens missing

Mithridates. He hits hard (super hard under a right condition). Then, change your commander to infantry. So you'll have 2 generals for each type of troop.
