Ok, I know this has been done 2 times before, but let me explain myself. Legendary Friedrich “Fried Rice” Paulus ' original post is kind of outdated (and potentially a WIP), while our great John Marston 's ranking is a work in progress.
I'm not a techno-wizard like Paulus, so I'm not going to make it in his GOG3 style, so I will make it in his other style, a small analysis with a colored rating, not a linked post with a long analysis.
Color Ranking System:
IAPs:
Manstein: A perfect blend of survivability and damage. Better than Guderian, and perfect for MTs.
Eisenhower: Not the biggest fan of CT or Inspiration, but at max potential, better than Rundstedt in damage. Just use Rundstedt, however, has the survivability is worth it.
Zhukov: Better than Govorov, and fast. Hits like a truck, and moves like a fast truck.

Color Ranking System:
Purple - Some of the best generals.
Turquoise - Great generals.
Green - Good. Above average.
Yellow - Standard/Average generals. In this game, I would aim higher. Still useable.
Orange - Below average. I wouldn't use them at all.
Red - The worst generals. Don't even consider using them.

IAPs:

Guderian: Manstein's little brother. F2P's best MT, and a great tank destroyer, but in the legendary words of Paulus, "(Excellent) - If you don’t have Manstein, (Great) if you do".
Rommel: Best Panzer general, no questions asked, as HTs are superior to MTs. Rommel is HT god. PURE DAMAGE (in deserts)!!! Excellent even if you have Manstein.
Patton: The only saving grace for this guy is Blitzkrieg. Vatutin is superior in damage and Blitzkrieg loses some viability because of PL, which a big part of Patton's output. Just get Vatutin for MTs. Frankly, if he didn't have Blitzkrieg, he would a a yellow.
MacArthur: Fast (3*s), Bulky (Fire Suppression and 4*s), Strong (IL, 4*s, and Raider), and you can get him just in time for '42, which is your nightmares incarnate in an ET game. Best infantry general in the whole game, not just for the Allies.
Montgomery: Monty can be easily replaced by Rokossovsky. His ups over Roko are minor ones, and Roko has a higher average output. He has 2 near useless skills, and has higher airforce stars than movement (lol). But if Roko didn't exist, the best Allied HT.
Rundstedt: Has Plunder, FS, and IL. Best Axis infantry, only (minor) con is his trashy movement, which is remedied by t a u r u s.
De Gaulle: Only morale skills and meant to be a jack-of-all-trades on land. Unluckily for him, you can afford unit specialists. Also, his skills are trash. Use Vatutin for morale reduction.
Donitz: Strongest of all the admirals, bulkiest of all the admirals, greatest of all the admirals.
Leeb: Stong, but slow. 2nd best arty of all, but best arty of the Axis. Makes Badoglio kind of redundant, no?
Yamashita: Guerilla is better than FS, and that's his only pro over Rundstedt (besides the minor pro of speed). Seems strong (but he isn't), but weaker than para-Student. I would recommend Kuribayashi and Rundstedt over him. Far from yellow, but far from blue.
Govorov: Literally pure damage. Plains are everywhere. All gold skills! 2*s in movement is also pretty good. Best F2P arty general. Again, PURE DAMAGE!!!
Kesselring: IMO, worse than Yamamoto, but still has great air damage. He can finish demoralized units off himself. Yamamoto is a better pure air damage, however.
Rokossovsky: Best Allied HT. Higher average damage than Monty, and the best tank destroyer (take a seat, Guderian!).
Yamamoto: Best pure airforce general, but not exactly the best paratrooper. Rule of thumb is, get Yamamoto if you can afford frequent airstrikes, get Kesselring if you can't.
Nimitz: Aura! NGS! Better than Mountbatten in campaigns, but MB is a close second. Worse than MB anywhere else because of the existence of Donitz. I prefer MB. 4th (or 3rd if you're generous) best admiral
Vasilevsky: I don't like him. He only has 1 use to me that he excels at, however. ARMY GROUPS (and Conquests, kinda)! Excels at AG. CT and SF are great in AG. Everywhere else, yellow. Average it it and you get green (like ET, I round down).
Mannerheim: Infantry Patton. Many batter options. Unlike Patton's saving grace, however, Mannerheim's saving grace, Sniper, is absolute trash, because of glorious HT Rommel. Kills those pesky infantry that get 1-shot anyways.
Dowding: Best Allied airforce general, 3rd best airforce general overall. Lite Kesselring. No aura Better than Halsey because you can have the unit crippled instead of dead.
Nagumo: Heals himself and the 2nd strongest admiral overall, but worse than Donitz. Honestly, however, get Donitz. Still very strong! Overall, purple, but for the Axis, turquoise.

3*s:
Konev: TRASH! Another jack-of-all-trades. He excels at nothing, and let's be real, his best quality is Crossfire, which is just pathetic. OK in counterattacks.
Vatutin: In the immortal words of Paulus, "Vatutin fans its time to pop the champagne." Indeed it is, as he hits like a truck, and is the best MT for the Allies. Significantly better than Patton. Only con is that he is VERY slow.
Ushijima: NOT A FAN! Contradictory skills, mediocre stats. Allied Konev, as he is OK in counterattacks.
Bradley: Very powerful, but relies on forests, which reduces movement. Great secondary infantry general for the Allies, but Tassigny is superior. 3rd best Allied infantry.
Clark: Perfect for landings. Sadly, landings are similar to 0.5% of campaigns. TRASH! NO ACTUAL GOOD USE!
Badoglio: I have coined the term 'Badoglio Dilemma', for he is a mix between offense and defense. Economic = Defense; FF and Accuracy = Offense. Still a great alternative to Leeb, as he is still a great attacker.
Hoth: Axis Patton, but actually a Panzer general. Hits slightly weaker than Patton. A great MT/AC scout.
Terauchi: Axis de Gaulle, not good at all. Worse than de Gaulle, Ushijima is preferred over him. I daresay the worst general in the game.
Slim: Less survivable AND weaker than Tassigny. 4th best allied infantry general. Average.
Graziani: Your only alternative to Guderian, but silver Blitz? Trash! Other skills? Trash!
Kuribayashi: 2nd highest damage for the Axis infantry generals, third strongest overall. Hits like a truck, but also very slow (t a u r u s). No survivability, but still a worthwhile purchase.
Tassigny: Dependent on VR, but still hits harder than Slim with VR, and the bulkiest infantry general of all. The best secondary Allied infantry general. Kuri if he was defense oriented.
Model: Garrison general, not that good.
Alexander: Jack-of-all-trades, and trash at all of them. A contender to be the worst general of all, but at least he's free.
Halsey: Effectively 1 skill in conflict, but hits hard. Worse than Dowding, but 2nd best Allied airforce general.
Yamaguchi: If your aircraft carriers with ~500 HP which are behind your strong navy dies too much, then get him. A great tank, but carriers are pretty tanky.
Chuikov: 2nd best arty general for the Allied, and 4th best overall. Strong, AND free? Use him until you get Govorov, and even then, he will still be a great companion to Govorov. Sadly, all silver skills, and SF.
Leclerc: Decent, I guess? Use him for your (limited) HT usage until you get glorious Roko. Sadly, he only has silver PL.
Student: The best paratrooper in the game. Stronger than Yamashita, and very strong if you can constantly fly back and forth. But SFs will die very quickly and requires lots of airports. Overall, green. Pretty average if you can't afford SFs or don't use paratroopers.
Devers: Way too little too late. Leclerc is free and almost as good.
Timoshenko: Free Hoth
Arnold: Logistics is pretty bad for an airforce general, and air range is usually already adequate.
Heinrici: Very slightly better Terauchi, and cheaper too.
Ozawa: Defense oriented Mountbatten, but Nagumo is just a lot better. A lot worse than Mountbatten, but still great.
Cunningham: Ozawa Lite
Riccardi: Average of Ozawa and Cunningham.
