If that's not an Empire, I don't know what is. (Mostly) Conquered Nations: France, Rhine. Green/neutral/turned (or about to be): Denmark, Italy, and Naples. Yes I am using Tavern generals. Makes it more fun. I've already captured many of the capitals. I have Paris, London, Berlin, and Vienna. Murat is storming through Prussia while Isabela takes out the generals. Radetzky is cleaving through Austria. Fatimah and Bachman are dealing with the French remains and attacking Spain. Lannes is leading the chare against Britain. Many battles for control of the English Channel have been fought. I think I might be able to conquer EVERY country. The biggest worry is Ottoman. Eventually they may stop moving and won't leave any cities open.

What I did was immediately turn France neutral and leave them neutral. Leech as many cities as you can from them using s/l. Allow Britain to weaken Napoleon, and Spain to kill the cluster of generals in the south. Then you can turn them green/red. A massive battle for France ensues between you, Spain, Britain, and what's left of France. It's actually quite fun.

After France just go at your own pace. I took control of all of mainland France before turning Rhine neutral and pushing into Britain and Spain. Whenever you have the chance to steal a city, do it. Even if you aren't prepared to face the enemy. Turning them neutral will assure that they can be conquered, and you don't have to fight them until they actually declare war.

If by sandbag you mean they don't do anything, the neutrals don't do anything except counter attack. So if Wellesley is attacking Napoleon, Napoleon and Wellesley will take damage. It's a win-win.
Allies will also attack neutrals. So Italy might pitch in against France while they are neutral.
Allies still move around and stuff, but due to Austria, Russia, and Prussia being next to each other, your allies won't accomplish anything. Which is good for this type of conquest.

Oh also, neutrals don't buy anything. So if they have an empty city, they won't buy anything to fill it. Fee city for you.

Although if you want another easy one, Moldova 1809 is good and allows 6 gens. It's good because of location and the double siege artillery that you start out with. You can either turn Russia Neutral first or Austria.
