I liked to write about manstein so i felt like doing the same for Leeb
5 star artillery general for 2000 medals?sure why not! Think again, leeb isnt reccomended at all.
First, he has only one movement star. This makes him as moveable as badoglio and govorov. He can move 2 hexes with field artillery on plain, but thats about it.
Also he has only 4 skills, and the ones that he have arent the best ones except for explosives
He has shelter expert, but drop a nuke on him and hes gone, so does it make any differences? No
He also has defence tactics, But it only triggers 10% of the time, and when it does.... it only reduces 40% of the damage. So when a weak unit is attacking him, it only differs like 8 damage.
But he has explosives? Yes, but thats about it, would you spend over 2000 medals just to get explosives? Probably not.
Also he fails to compete with other generals. Govorov for an example does have the right skills, like plain which leeb srsly lacks. Also govorov is cheaper and has a way higher output. And when leeb finally reachs paris, bay is already in washington.
To conclude leeb lacks both movement and output. For a price of 2000, he isnt cheap for his health as well. So he isnt reccomended to buy. His 5 stars in artillery wont save him from being crap

Shelter is not that bad imo because enemies aren't as nuke-crazy as us (at least when they are damaged in some way) and occasionally shoot empty missiles. Well, that does not make Leeb any more worthwhile, Govorov also has one movement star and kills enemy before they attack him.

Just yesterday I looked for a good artillery general and decided, that Leeb is not worth his price too. Seems like his price is highered because of infantry and tank stars he has, which in fact have any effect only in missions. Only I don't know why Bai is ranked 2nd artillery general. I think Govorov is better. Yes, he lacks speed, but he has notably higher damage than Bai. He has 2 artillery leader, 2 artillery barrage, 1 plain fighting level and 2 artillery stars more than Bai and Bai has 2 ace forces, 2 shelter expert levels and 3 movement stars more than Govorov. So that means 1 hex movement in almost any case against much higher damage. Yes, Bai can get faster to the destination, but Govorov can destroy enemies faster, so lose less hp (as he spends less moves fighting), and also stay have normal damage longer because of artillery barrage. IMO Bai is useful only against weak enemies or may be somewhere, where you need to catch other forces.
