This argument has played out. If you give maxed out Guderian and Konev Rumor instead of Plain Fighting or Explosives, it will take you more turns to complete scenarios and conquests. Period. The morale penalties and even the stun from Rumor don’t help you with those guys because they aren’t taking many hits anyway.
If you find them running low on HP in scenarios because they are having protracted fights with enemy generals, your strategy is seriously flawed. The only reason they should take significant damage is because of repeated air, missile or nuke strikes. The longer you take to kill enemies and take cities, the more air/missile/nuke damage you will take.
Damageabilities will help you kill enemies and take cities faster than Rumor, which means completing scenarios and conquests faster. If someone wants to argue otherwise, I encourage them to try breaking speed records with Rumor and post the screenshots proving it completes scenarios more quickly than damage abilities. Beat the records I was setting before Cold War was released on iOS when my tech was at WWII levels. This isn’t about tech level. In fact, the lower your tech level is, the more you will notice the damage from an ability like Plain Fighting because you don’t have upper level tech upgrades to offset that lost damage.
The proof is in the number of turns it takes to complete your objectives.

Do not even try to beat records of the guy with maxed techs in case You haven't maxed Yours. Your fully upgraded Guderian or same Manstein hits 2 times weaker than Guderian or Manstein at maxed techs just because damage is calculated depending on unit's attack. Unit's attack is techs. And generals are ONLY BUFFING unit's attack, nothing else. NOT A GENERAL GENERATES DAMAGE BUT UNIT.

We have done 5 pages of this, I think both parties have had their say. We are missing hard data and a proper study of damage samples for both builds to be able to properly compare them and make a more accurate determination .Even then it's likely the issue will remain subjective. Anyways, to keep the peace the thread will stay locked.
