While that question isn’t answered, yes, Konev is the indisputable best Artillery general in the game. Can have all necessary artillery skills, and an extra one as a bonus.

Can have all necessary artillery skills, and an extra one as a bonus. hmmm I used plain fighting and gave the medal buff, and he's easily doing 600 damage at best. You can use explosives too. |

I’d better use explosives, then. I already have Manstein and Leeb with Plain Fighting, the latter using the medal. Those buildings can get really annoying.

True. I think Cover is more useful for subs since subs aren’t as hard hitting as artillery.

I wouldn't exclude Forest fighting out of hand. There are many Forests on the battlefield and it is possible to give an additional medal (otherwise useless) to Konev. + 45 in forests, not bad I think...
Crowd tactics is also an interesting option, because usually Konev is behind your best tank generals.

Crowd tactics is also an interesting option, because usually Konev is behind your best tank generals. so is arnold for me, so I gave him crowd instead. I felt that plain would be better cuz he can sometimes pop into a city that is being harassed by enemies, and destroy everyone or make sure that my other normal units can mop up the mess |
