I acknowledge the fact of splitting up your troops which differs from player to player. For my game, Arnold is constantly on the move with my generals, only stopping for awhile in a city to provide air support that will enable my main troops to push on. I can easily build airports or silos as I move along too, so this is not an issue.
And again, giving plain fighting to Konev is just making him the 2nd Leeb, and it only works on plains while he often fights in other terrains too. Plain fighting in artillery only gives you an addition 25 (37 with medal) per turn, while in a tank it can help the tank to assault and simply produce more damage output per turn.
I personally find Montgomery (who has plain fighting) useful and I'm planing to buy him. Montgomery is equal (if not better) than Rokossovsky. Rokossovsky is better at fighting stronger but least enemies while Montgomery is better at fighting smaller but more enemies + the air support capability. He is somewhat better than Rommel with plain fighting considering his air support capability. Montgomery with AA and rumor is very useful against smaller enemies and is still useful to inflict heavy damages to stronger enemies. And since plain fighting works on cities, he's not that reckless since he can heal in cities while giving nice air supports.
