Sort of. Although remember, timo is also good on artillery (arguably better too since it takes no retaliation). So he might not be destined to be replaced till you have leeb too. I’m really not much of a fan of Leeb. He starts super slow, all of his skills Level 1 and low rank. He is still useful, but he feels kinda redundant when I have Konev. Sorta. He starts off weak, but he is really strong once enough medals are invested. Remember, you can up his movement to lvl 5, and he can have pf + rumor + artillery leader + precision, which is a very strong skill set for an artillery general. Even with no medals, he’ll deal massive damage once upgraded a bit.

But the rumor is what makes it confusing, all other signs imply that he is a pure air general and should operate away from the front line. Maybe he is good on a artillery or heavy tank to move quickly along and to attack once in a while. I think downing and Arnold are on par. Both have there specific scenarios. Arnold can occasionally help out as playing a fast submarine with rumor while Dowding can collect extra resources, defend a bit when playing the arty guy and bomb /attack more fortifications. “But the Rumor is what makes it confusing”

Is it me, or his Airforce Leader never triggers? Even at Level 3, it doesn’t seem to trigger as frequently as Panzer Leader.

Maybe I just saw it triggering. I used Arnold to bomb Zhukov on a transport. The strikes were dealing 89 damage, but suddenly one of them dealt 109 damage. The others after that dealt 89 damage. Maybe that strike dealing more damage than normal was the skill triggering, but it seems Easytech forgot to animate it.

Sometimes, I'm doing a mission and I’m in the last turn, but I only need to capture 1 more city which I can do by strategic bombing it and then sending paratroopers. Arnold is great for providing a damage boost because the resources might not be enough to capture the city via air power without an air general.

If I sell Arnold, I will have enough medals to buy 40% Nimitz, which will leave me with 2 navy generals: Nimitz and Kuznetsov. Should I sell Arnold?

Arnold is basically an ace air force commander with great defensive capabilities (rumor and high rank). However, some players like to exploit his rumor for ground battles. Although, I don't recommend him to be used that way because you must add rumor to your generals as soon as you buy Rommel/Graziani/ Rokossovsky as your 3rd panzer (especially in order to complete Rommel's last discount mission. In real life, he was a chief of US Air Force and he was good at defensive skills (well, rumor is really good for defense).
As for his empty skill slot, I would recommend the crowd tactics or economic expert + medal (I chose the first one my self).
Note: rather than buying him early, I recommend applying rumors to each of your generals and buy him later when you need airforce.
