Dowding might not be as combat effective as Arnold (Then again he’s not made to fight), but his easy-to-complete missions provide a nice amount of HQ Level. Exactly, him rundstendt and konev have really easy missions Yup. And they are quite cheap! Even if you end up disliking Dowding and Rundstedt (Hasn’t happened to me yet), they are cheaper than Arnold and Mannerheim, respectively, so you practically won't lose medals if you sell them.

BTW, this is my 1000th post! congratulations onto the topic, I recently noticed how dowding is actually rather hard hitting with 3 artillery stars and explosives. That would be useful for 1980 campaigns, but not really so much for speed runs where he will be camping in a capital city without being needed to attack a city.

That would be useful for 1980 campaigns, but not really so much for speed runs where he will be camping in a capital city without being needed to attack a city. His 3 Artillery stars + Leeb are the reason I finally managed to complete Konev's final discount mission and get him. And Hugh is very powerful on a carrier. His role as a carrier general alone makes him eligible to have Carpet Bombing, if you prefer to use Nimitz on a cruiser.

Putting Dowding on any Level 3 city with Level 3 Expert abilities + Medals essentially turns the city into a Capital with less health and very slightly less income. Putting him with Level 3 Economic and Industrial Expert + medals inside, say, Belgrade in Conquest 1939 + Technology Centre will supercharge the city and make the beginning of the Conquest much easier. If you want, you could do that once you have upgraded all of your generals to where you want them. Then you can upgrade Dowding's economic abilities.

None of Arnold’s starting skills are boostable by medals and you can only give him 1 skill that is boostable by medal. None of Kesselring's starting skills are boostable by medals and you can only give him 1 skill that is boostable by medal. None of Yamamoto's starting skills are boostable by medals. He can have 2 skills that are boostable by medals, but it will hamper his performance since he will be unable to equip Fleet Leader and Rumor. If he lacks Fleet Leader and Rumor, his 5 navy stars are useless and you will have to buy a navy general.

But unfortunately, like matthew said, Dowding and practically all air generals have no future post Pacific War because you will reach Cold War, then Modern War, Cold War being where the last tech upgrades are unlocked. The air strikes and carriers will barely do any damage to the enemy due to an insane amount of defense and HP upgrades such as the Tank defense, +10% Navy HP and +60 Artillery HP upgrades. It will reach the point where Dowding is useless unless you put him in a city to give you more resources, which isn’t a game changer and wastes 1 general unless you don’t have better generals in your team. The only air general that might be still effective during Cold and Modern War is Arnold, but that’s only due to his built-in Level 4 Rumor. Upgraded Timoshenko with Level 4 Rumor and Level 3 Crowd Tactics is way better. So unless you aren’t willing to buy Timoshenko who is only 200 medals more expensive than Arnold and upgrade his Rumor to Level 4 which will cost another 800 medals, don’t buy Dowding if you want an air general that will last until endgame. Get Arnold instead.

Especially in CW hard and 1980 both conquest and campaign as well as Exercise in Gibralter, Hudson Bay, Aegean Sea there are cities you have to take but they are out of range considering the turn limit. So we need to launch 6-8 missiles despite air/missile defence and lots of HP and paratroop on the last turn. If something went wrong or just to give a larger margin for errors an air general can help since he raises the missile damage.
I'd say the late Domination battles and conquests you want to do extremely fast are where air force generals make the biggest impact.

It will be expensive and will prolong your conquest startup, but towards end game it doesn’t matter that much what turn your tank general spawned. In campaigns, he’ll be pretty much useless

But for cracking world records, a + 10 technology and a + 50 gold buff early on will make spawning a tier 3 field artillery quickly easier
