Is he really worth 4*s though?
IIRC, the unit skill Firepower activates quite frequently for ships, not to mention a sub's ability to deal dmg without facing any counterattack.
This makes the Looff's skill Counterattack mediocre when he is at sea since he is less likely to counterattack.
Helmsman has the usual weakness of having a low probability of activating.
If anyone conducts tests and find this skill to be useful in consistently ensuring Looff's survival, Helmsman will be elevated from being useless to being useful.
Line of Battle provides a consistent flat boost to his output, which makes the skill worth it.
Alert is always good for an admiral, especially if it works against arty and ship attacks even when the enemy is 1 hex away.
Additionally, his highest title is Duke, which makes him a direct rival to fellow free admiral, Farragut.

Looff VS Farragut:
Looff is a blue gen, which gives him a slightly higher boost from his Title, compared to Farragut.
Survivability based on skills places Looff ahead of his rival because Looff has Alert and Helmsman compared to Farragut's Helmsman.
When comparing offensive capability based on skills, Farragut is slightly better because he possesses Position, Navy Commander and Line of Battle compared to Looff's Line of Battle and the possibly unreliable Counterattack. If aura skill still boosts the gen with the skill, Farragut's atk power will increase even more which means that he is much better than Looff.
Overall, Looff can take slightly more hits and possesses slightly better stats, while Farragut can pack a better punch especially if you use Wolfpack tactics in the many naval battles of EW6: 1914.
