If you really want to have only one navy general to last all the way to end game then this guy with upgraded navy stars to 5 stars and rumour would be better than Kuznetsov. But its pricey, and you will be much better off bearing with unupgraded Kuznetsov until you can get Nimitz, or any preferred tip navy gen

Decent general on his own. Like Bing said, can be better than Kuznetsov if you give him his 5 stars in Navy + max Rumor + max Fleet Leader + max Sailor. You can also give him his fourth movement star. Then again, it’s expensive to do that when Kuznetsov is better and cheaper.

just give him rumor and he will be decent. The lack of explosives and his price is what makes him meh as compared to someone like nimitz or kuznetsov

If you think about him as a second navy gen, buying Halsey and upgrading his navy stars to 5 is more expensive than Nagumo who already has 6 stars.
Cruisers can get a maximal movement of 11 so 1 star/4 stars seem to matter most for Navy generals (at 12/15 cruisers can move 1/2 additional hexes).
Considering initial cost, I think there is no cost effective general between Kuznetsov (1125) and Nimitz (1767 with discount). You either go cheap with Kutznetsov, optimal output per cost with Nimitz, or max damage with Donitz:-)

I myself would have Kuznetsov, then do Nimitz’s discount missions and sell Kuznetsov to buy Nimitz. Dönitz is too expensive for what he offers. Fast and damaging, but he costs 1200 medals more and is borderline useless as an air general. Even if subs deal massive damage to cruisers and carriers, Nimitz can easily destroy a cruiser by himself and he doesn’t even need to get hurt to take a carrier out. The price difference between Nimitz and Dönitz is enough to give Nimitz his other 2 movement stars and upgrade his Fleet Leader to Level 3 + getting his other 2 skills.

I might buy Kuznetsov as secondary navy if I need more firepower to do naval missions, though I believe I will only have that need when I reach Modern War, or not even have that need at all.

Well to be fair to halsey, he does have multiple advantages to kuznetsov, making the 300 medal difference not that big of a gap. The problem is that the advantages halsey brings (extra movement star, extra air star, 5 star navy potential, 4 star navy potential movement, carpet bombing) are really pretty much negligible. Plus the cost of getting his fleet leader to lvl 3 and rumor to lvl 1 is an additional 400+ medals.
Could be a pretty good navy general/air force general hybrid. But really, if you are considering him for that, might as well get yamamoto. Otherwise, Kuznetsov is a much better bargain. Still, not bad at all

Halsey is 300-400 medals higher priced than Kuznetsov. If you were planning to put air star 5 once you get Kuznetsov get Halsey. Halsey may cost more but if you want air/navy Halsey is far better, that extra star maxes for the difference (in medals)+ Rumour, now you have possible endgame potential(?), with an extra carpet bombing.
