For 550 medals, Messe offers Rumour, 3* inf, exact same raw dmg in arty, 2* in air & 1 star in navy.
However, Vatutin IS one of, if not, the cheapest gen with 6* in any troop type (excluding Rommel, Konev, Rundstedt, Nimitz & Dowding at final discounted price). Panzer leader & Tide of Iron ARE good skills for tank gens as well.
Yet, if you want an FAR better gen than Vatutin who only has enough space for 3 tank skills, you may consider Rokossovsky.
Plus, 1800 for a <Captain>? Players can do better for around the same price using Leeb + Messe.
Finally, consider the fact that you CAN go very far into the game with Vatutin as ONLY gen, as proven by quite a few players. (You DON'T need gens to get S rank in conquests.)

Probably not the best choice, but it gives me a certain tactical plausibility. For example, I completed UN9 (hard) today using 2 Navy generals - Nimitz and Kuznetzov...  |
