Unless this is IRL where you need speed for conducting guerrilla warfare behind enemy lines, you don't NEED the 5* in movement.
I'm pretty sure Messe at 550 medals can match 3* in inf & lvl 1 rumour.
Moreover, Messe has 4* in tank, 2* in air & 1* in navy, more versatility!

Without guerilla warfare this infantry general is horrible. His movement and rumour suggests he is a support rumour general like arnold, but his lack of guerilla warfare ensures his quick death. Unless easytech introduces a new infantry sniper unit that can attack from 2 hexagons away(very unlikely), he is too horrible to be even considered

This guy can be an ok artillery general As an artillery general hes ok with camouflage and rumour, plus with movement. That is why i gave him a high rating in the poll(4), but the infantry leader skill is useless then, but this is the only salvation for him |

Can be a decent artillery general if you max his Rumor and Camouflage at the cost of Infantry Leader. But unfortunately, Leeb and Konev are better than him.

It’s a shame, because all of the other “Rumor generals” (Messe, Leeb, Kuznetsov and Arnold) are worth getting and can even be better than some gold tiers, or more cost-effective.
