Messe is cheaper, has better stars in tank (the MOST important troop type in WC4) & has better skills.
In fact, Messe has a bonus inf & navy star to match.
Sure Messe loses out on arty & movement, but why pay more for Bagramyan when Messe does better overall?

This guy was a god in wc3. He made capturing turkey easy as the soviets in 1950 as well capturing berlin in the 1960s. Now look at him.

Could be decent if he was silver-tier. He could be given his fifth Infantry star, his Mountain Fighting skill maxed and Raider. His output with the Mountain Commandos would be huge. Sadly, that’s not reality. He would be a beast in mountainous areas, and a nice general to use when playing as Greece.

deserts' occurence rate are about the same as mountains, just that most missions and campaigns are more likely to have deserts |

Rommel is useful outside of deserts, and he is excellent to conquer Africa during Conquest.
