One of, if not, the CHEAPEST navy gen. Yet, do we need a navy gen right away?
Even so, Nimitz at 40% discount is around the same price & offers MORE. Nimitz's 3 missions also do NOT need navy gens to clear.
Kuznetsov is good on his own, but unnecessary & unworthy when looking at all your options.

This guy may not look great, but he really is. He is a naval general worth comparing to Nimitz and even Mountbatten, who is really good but a bit expensive. You won’t have to upgrade this guy at all, and he starts out quite strong with lvl 3 fleet leader. I have both Eisenhower and Nimitz, and he is not that much weaker. A cheap bargain and a very good one. Don’t let it go to waste.
Double stack this guy on a cruiser or a super cruiser, and he will wreck anything in his way. Amazing general.

It just downloaded. I can easily see. He can drop the morale while doing fleet leader. Yeah you might be mad that he can’t heal, but at max tech level he’ll easily have 1000-2000 health. Ik that because he is next to impossible to kill when playing against him in 1950. The only real way to do is to spam subs, and even still it will take you a while to beat him using that method. The ai will never spam that many subs. You can consider him pretty much unkillable if used right.

If you consider Halsey based on price, you are slightly better off looking at Nimitz already. 1400++ is not "cheap", it can be considered as mid-tier pricing (as indicated by the silver tier colour), neither cheap nor expensive. Carpet Bombing is not recommended because as a navy gen, you're likely to use Halsey or Kutznetsov on Cruisers, Destroyers or Subs, NOT Carriers. This is due to naval battles in WC4 mainly being decided by battleships, not aircraft bombing from a carrier. This makes Halsey's 4* air and lvl 2 Carpet Bombing less worth it than just keeping to Kutznetsov's pure navy skills. How can your skills apply if your gens are not on a Carrier in a naval battle? Of course, you can say the same for Rumour on a Carrier but such a situation is rare compared to the common sight of navy gens deployed on non-Carrier ships. Against Fletcher, it's +24 dmg, lvl 2 Carpet Bombing and lvl 2 Fleet Leader VS +18 dmg, lvl 1 Rumour and lvl 3 Fleet leader. Carpet bombing has been explained as a less useful skill earlier. Kutnetsov's Rumour makes him better than Fletcher because Rumour can weaken or immobilise enemies. You'd want this because it allows you to defeat enemies with less losses or stop a powerful enemy long enough to sink him. I use a lvl 5 Rumour Leeb in Domination naval battles because I know that Leeb can weaken or freeze the more powerful enemies. Imagine immobilising Nimitz on a Cruiser and weigh this against the benefits of Carpet Bombing and +6 in dmg if you have to face such an enemy. _____________________________________________________________________________________ For the 1st post: In my first run, I used Guderian on an aircraft carrier (without air upgrades), Messe (no upgrades to his Rumour or navy stars), Leeb and Konev (the last two having lvl 3 Rumour). Guderian is certainly no air specialist while Messe is not a pure navy gen. I cleared this AFTER Pacific War, so I'll just declare that I may have CWE navy tech just to be safe. There is certainly no NEED for a navy gen to clear Nimitz's 3rd mission, as I've said before. However, you CAN use one if you don't want the heavy losses or to face a more difficult struggle to win. Note: If it sounds like I'm mocking or scolding you, I'm not trying to do so. Just giving hope that this is doable even with land-based gens.

Kuznetsov has both. In addition, he has good stars, 4 stars in navy and air, and a couple stars to movement. His main strength is that he starts out at level 3 fleet leader and has rumor as one of his three skills. When placed on a double stacked cruiser or a sub, Kuznetsov can last for a very long time while having a devastating affect on the battlefield. He has a very good price of 1200 medals, which is the best deal you get with the exception of Nimitz.
